Hong Kong Typhoon Signal 8: What Actually Shuts Down, and What It Means for Your Flight
If you are in Hong Kong when a typhoon approaches, the entire city runs on one number. Not the storm's category, not its wind speed in the open ocean, and not what CNN is calling it. A single number issued by the Hong Kong Observatory decides whether you are going to work, whether your kid has school, whether the ferry runs, and whether anyone will serve you lunch.
The number is not intuitive. It goes 1, 3, 8, 9, 10, and there is no 2, no 4, no 5, no 6 and no 7. People arriving in Hong Kong for the first time reasonably assume that 8 out of 10 means the storm is at eighty percent of maximum. It does not mean that. Eight is the number where the city stops.
Here is what each level actually means, what closes at each stage, and what it does to a traveller's plans.

The numbers are a list, not a scale
The gaps in the sequence are a historical leftover rather than a design decision, and the practical result is that only five numbers are ever used. Learning what those five mean takes about a minute and saves a lot of confusion.
Signal 1 is a standby signal. It means a tropical cyclone is centred somewhere within roughly 800 kilometres of Hong Kong and could affect the territory. Nothing closes. Schools run, offices run, and for most people the only effect is that the number appears on their phone. Signal 1 can stay up for days while a storm decides what it is doing.
Signal 3 means strong wind, in the range of roughly 41 to 62 kilometres per hour near sea level, with gusts that can be considerably higher. Life still functions at signal 3. Schools generally operate, offices are open, and ferries mostly run, although some smaller outlying island services start being cut. This is the level where you should start paying attention to your own schedule rather than assuming everything is fine.
Signal 8 is the one that matters, and it covers roughly 63 to 117 kilometres per hour. It comes in four directional versions, northeast, southeast, northwest and southwest, which describe where the strongest winds are coming from rather than how severe it is. All four shut the city down equally. Above that, signal 9 means those gale or storm force winds are increasing significantly, and signal 10 means hurricane force winds are blowing or expected. Signal 10 is rare and is the highest the Observatory can issue.

What actually stops at signal 8
This is the part that surprises visitors. Signal 8 is not an advisory to be careful. It is the point at which Hong Kong collectively closes.
Schools close. Government offices close. The financial markets close. Most private offices close, and the expectation is that people who do not have a specific reason to be outside go home. Restaurants shut, often mid-service, because their staff also need to get home before the transport degrades. Shopping malls close. If you are standing on the street at signal 8 looking for somewhere to eat, you are going to have a thin time of it.
Transport degrades in stages rather than all at once, and this is worth understanding because it determines how much time you have. At signal 8 buses progressively stop and ferries stop. At signal 9 the picture narrows further, with bus and ferry services halted and several rail lines including the Airport Express, the East Rail Line, the Disney Resort Line and the Light Rail network ceasing operation. Underground sections of some rail lines continue running where it is safe to do so, which is why the metro is usually the last thing standing.

One detail is genuinely useful to know in advance. The Observatory issues a pre-signal-8 announcement roughly two hours before it actually raises the signal. That announcement is your window. It exists precisely so that people can get home before the wind arrives, and if you are a traveller with somewhere to be, that two hours is when you move, not after.
What it means for your flight and your hotel
Hong Kong International Airport does not simply close when signal 8 goes up. That is the single most common misunderstanding, and it produces a lot of unnecessary panic in both directions.
What happens instead is that airlines cancel and consolidate flights around the storm window, ground handling becomes difficult in high wind, and the Airport Express stops at signal 9, which means getting to a technically open airport can become the actual problem. Departures may keep going for a while after the signal is up. Then the backlog begins, and the backlog is usually worse than the storm. A day of cancellations in a hub the size of Hong Kong takes several days to unwind, and the flights that fill up first are the ones the rebooked passengers get moved onto.
For your hotel, the practical effects are milder but real. Restaurants inside hotels usually stay open when everything outside has closed, which is often the only reason there is anywhere to eat. Room service tends to keep going. Pools, rooftop bars, harbour-facing terraces and anything outdoors will close. Housekeeping may run late because staff cannot get in. None of this is dangerous, and modern buildings in Hong Kong are engineered for this weather, but it does mean the day you had planned is not happening.

If you can move your plans rather than cancel them, move them earlier rather than later. Signals come down as the storm passes, but transport does not resume the moment the number drops. Buses and ferries restart in stages after signal 8 is lowered, and the airport takes longest of all. The afternoon after a typhoon is usually a better bet than the morning after.
One more thing belongs here, because it trips up almost every visitor. Hong Kong runs a completely separate warning system for rain, and confusing the two is one of the most common mistakes people make.
The rainstorm warnings are colours rather than numbers: amber, red and black, in increasing order of severity. They describe rainfall rate, not wind, and they are issued independently of the typhoon signal. You can have a black rainstorm warning with no typhoon signal at all, and you can have signal 8 with no rainstorm warning. They are two different instruments measuring two different things.
This matters practically because they close different things and they arrive on different timelines. A black rainstorm warning can appear with very little notice and causes flash flooding, landslides on the hillside roads, and flooded underpasses. A typhoon signal 8 gives you a two hour pre-announcement and mostly causes wind damage and shutdowns. If you are checking your phone during bad weather in Hong Kong and see a colour rather than a number, that is the rain system talking, and the response is different: stay out of low-lying areas and away from steep slopes rather than simply going indoors.

It is also worth knowing what to have in the room before any of this starts. Convenience stores and supermarkets empty out fast once a signal 8 becomes likely, and the things that go first are bottled water, bread, instant noodles and phone batteries. You do not need to stockpile for a siege, because this is a city with excellent infrastructure and the disruption is measured in hours rather than days. But having enough food and water in the room for a day, and a charged power bank, turns a signal 8 from a problem into an afternoon indoors.
The last thing worth internalising is that the instinct for a visitor is to track the storm, while the instinct for a Hong Kong resident is to track the signal. The signal is what determines whether anything is open, and it does not map neatly onto how bad the weather looks out of the window.
It is entirely normal to stand at signal 8 in what looks like ordinary heavy rain. The signal describes wind at standard measuring height across the territory, not what is happening on your particular street between two tall buildings. It is also normal for the signal to stay up for many hours after the rain has eased, because the Observatory will not lower it until the wind is genuinely finished.
So the practical rule is simple. Check the Observatory directly rather than a generic weather app, because the signal is an official decision rather than a forecast. Watch for the pre-signal-8 announcement, and treat that as your two hour warning to be wherever you intend to spend the next twelve hours. Assume nothing is open at 8 except your hotel. And if you have a flight in the following two days, deal with it while the airline's phone lines are still functioning, which is before the signal goes up rather than after.
