How Long Power Stays Out After a Typhoon in the Philippines (Transmission, Electric Cooperatives, Restoration Timeline)

The question people ask after a typhoon passes is rarely about the wind. It is about when the lights come back on, and almost nobody gets a straight answer, because the honest answer depends on which part of the system broke.

Coverage tends to report a single restoration figure for a whole region, which is why the numbers can look encouraging while a particular street stays dark for three more weeks. Those two things are not in conflict. They are measuring different objects, and once you know which is which, you can make a fairly good estimate for where you are standing.

Transmission is not the same thing as your street

The Philippine grid is split between two kinds of operator, and they are repaired by different people on different schedules. The National Grid Corporation of the Philippines runs transmission, which is the high voltage network, generally 69 kV and above, carrying power between plants and substations. Everything below that belongs to a distribution utility or, across most of the country by land area, to an electric cooperative.

When a report says transmission has been restored to a province, it means power has arrived at the substation. It does not mean it has left the substation. That last stretch, from substation to pole to house, is a separate repair job carried out by a different organisation with far more equipment to fix.

The scale difference is the whole story. Transmission runs on large steel towers spaced hundreds of metres apart, so a badly hit line might mean a few dozen structures. Distribution runs on wooden or concrete poles at roughly forty to fifty per kilometre, at voltages like 13.2 kV or 34.5 kV, threading through every barangay and along every provincial road. A storm that drops eight transmission towers can drop several thousand distribution poles.

Typhoon Rai, known in the Philippines as Odette, is the clearest recent illustration. It crossed the Visayas and Mindanao in mid December 2021. By the evening of 18 December a substantial group of 138 kV lines was still unavailable, taking down the whole of Surigao del Norte, the whole of Cebu and Bohol, and the whole of Leyte and Samar. Transmission service returned to Zamboanga del Sur on 16 December and to Capiz, Camiguin and Misamis Oriental on 17 December, within roughly a day or two of the storm clearing.

Those provinces were correctly reported as restored. Households in them were still dark, because the cooperative had not reached them yet.

What the electric cooperatives actually have to do

There are more than a hundred electric cooperatives in the Philippines, and they carry the parts of the country that no private utility wanted: mountainous, spread out, reached by one road that the same storm has just blocked. Their restoration work is not a switching operation. It is thousands of individual physical repairs, each one requiring a crew, a pole, a truck that can get there, and daylight.

A single replacement pole is roughly three to four hours of work for a competent crew, and that assumes the truck can park next to it. It frequently cannot. After a major landfall the access road is under a landslide, the bridge approach has washed out, or the pole is standing in a rice field that is now a lake. The crew spends more of the day reaching the fault than repairing it.

There is a second complication in how the progress is counted. Restoration figures are usually given in customers or connections, and a connection is a meter, not a household. A single meter can serve a compound with several families behind it, and in the barangays with the thinnest coverage the ratio runs higher still. That does not make the published numbers dishonest, but it does mean the count of people sitting in the dark is consistently larger than the count of connections still listed as out.

This is why restoration curves in the Philippines bend so sharply. The first sixty per cent of customers come back quickly, because they are dense, urban, and served by short runs off a substation that has just been re energised. The last ten per cent take weeks, because each of those customers sits at the end of a long rural feeder with dozens of separate breaks along it, and fixing any one break restores nobody until every break upstream is fixed as well.

The two images above are the same satellite instrument looking at the same islands four nights apart, measuring emitted light rather than reflected sunlight. Cloud interferes with this kind of imagery and it should not be read as a precise outage map, but the change across the central islands is not subtle, and it is a more honest picture of what a national restoration percentage is averaging over than any chart of that percentage.

The financial scale matches. Damage to electric cooperative facilities alone from Rai was put at around 2.5 billion pesos, and at the point where cooperatives had restored service to roughly sixty six per cent of affected households, about 1.3 million households were still waiting. Individual cooperatives were publishing target dates well into the new year: Palawan aiming at 31 January, Bohol Light at the end of January, Southern Leyte at 15 February. That is a storm from 16 December being finished in the middle of February.

A realistic restoration timeline, in days

Reading those cases together gives a rough shape that has held across several storms, and it is more useful than any single headline figure.

  • Days 1 to 3: transmission returns to the least damaged provinces, and critical facilities come first, meaning hospitals, evacuation centres, water pumping stations and command centres. Part of Cebu City was energised about three days after Rai, and that counted as a fast result.
  • Days 3 to 10: the urban core of each affected city. If you are in a city centre on a main feeder, this is your window.
  • Weeks 2 to 4: town centres and the larger barangays. Coverage moves on at this point; the work does not.
  • Weeks 4 to 12: the far end of the rural feeders, the small islands, and anywhere reached by a damaged road. After Typhoon Haiyan in 2013, Tacloban was at roughly half its power supply almost a month after landfall.

One detail in that sequence explains more than the percentages do. Two damaging storms arriving within days of each other is not twice the problem, it is considerably worse than twice, because the crews and the spare poles were already committed to the first one when the second arrived. Stock of distribution poles is held regionally and sized for an ordinary season, so a second landfall in the same fortnight means waiting for material to be trucked or shipped in before the work can even start.

The pattern repeats. After Typhoon Uwan in November 2025, with something on the order of seventeen million people and 3.4 million families without power, more than ten transmission lines out across Luzon and the Visayas and nine plants under repair, the Department of Energy said publicly that full restoration might take about a month, and that it was considering bringing linemen up from Mindanao. The Energy Secretary put it plainly: it will take a while, the damage is large, please have patience.

Two things follow from that pattern and are worth holding on to. The first is that importing crews from other regions is normal and expected rather than a sign of collapse, which also tells you the binding constraint is people and trucks rather than money or parts. The second is that a target date from a cooperative is a genuine estimate rather than a promise, because nobody knows how many poles are down until somebody has driven the whole line and counted them.

What to do with this if you are the one sitting there

The single most useful thing you can do is find out who your distribution operator is before you need to know. Inside Metro Manila and much of the surrounding provinces it is Meralco. Almost everywhere else it is a cooperative with a name like BOHECO, CENECO or PALECO, and that cooperative's own page, rather than national news, is where your street will actually be mentioned.

Then set expectations by geography instead of by the headline. Dense and urban means days. A town centre means one to three weeks. The far end of a rural line, a small island, or anywhere behind a landslide means you should plan for a month and be pleased if it is less. Plan water at the same time, because in many municipalities the pumps are electric, so losing power and losing tap water are the same event rather than two.

It is also worth deciding in advance what you actually need power for, because the answer is usually smaller than it feels on the first evening. Light, a charged phone, and a way to keep drinking water available will cover most of a week. A refrigerator will not survive a multi day outage in any case, so the food decisions are best made on day one rather than day three. The households that come through a long outage with the least difficulty are generally the ones that accepted early that it was going to be long.

And read the announcements for the word that is carrying the weight. Transmission restored means power reached the substation. Energised means it left the substation into a particular feeder. Only the second one has anything to do with your house.

None of this is a reason for despair about the grid. Rebuilding several thousand poles across mountains and islands in four to six weeks is genuinely fast work by any international comparison. It is simply not the same job as flipping a switch, and the gap between those two ideas is where all of the frustration lives.
